0 - deactivated (by user)
1 - active - available to author user only
2 - active - available to selected participants
3 - active - available to key participants (key as in the project, the resource, the channel, the category)
4 - active - available to selected network
5 - active - available to key network (key as in project, etc.)
6 - active - selected criteria
7 - active - public on site
8 - active - public on selected network sites
9 - active - public on all network sites
